Comprehensive Plan 2035
The Comprehensive Plan serves as a blueprint to guide the City's future growth and land use. CP-13-02 Moving Forward Chesapeake 2035 Comprehensive Plan was adopted by City Council on February 25, 2014 and amended on November 15, 2016 and December 18, 2018. Planning Director, Jaleh Shea, explains how Chesapeake plans for future growth in this short video response to questions received for the December 2020 virtual Town Hall Meeting. Section 15.2-2230 of the Code of Virginia requires that a locality review its Comprehensive Plan at least once every five years to determine if it is advisable to amend the Plan. In addition to the two amendments mentioned above, Planning Department staff began preparing in 2018 for a full review of the 2035 Comprehensive Plan in 2019. During that time, Mayor West also appointed a citizen advisory committee to review implementation of the 2035 Comprehensive Plan and provide recommendations for changes. The final report of the Mayor's Advisory Committee on Comprehensive Plan Strategies was presented to the Mayor and City Council in August 2018, Mayor's Advisory Committee on Comprehensive Plan Strategies.
A timetable for initiating a complete and formal Comprehensive Plan review and public hearing process has not yet been established and will need to take into consideration several key factors, including: continuing COVID-19 pandemic related safety precautions and meeting limitations; finalization and adoption by City Council of the ongoing Indian River Planning Area Study; coordination of the Comprehensive Plan update with the pending Industrial Waterfront Study and Citywide Trails and Open Space Connectivity Plan projects; and the need to incorporate the policies, goals, and strategies that result from City Council's ongoing strategic planning process. City staff continues to monitor and evaluate implementation of the 2035 Comprehensive Plan and is preparing for review and update of the Plan based on these factors.
