Phases of the Public Involvement Process
Annual Action Plans – The plan outlines long-term strategies to address housing, homeless, community, economic and human development needs of Chesapeake's low- and moderate-income residents.
The Five Year Consolidated Strategic Plan must be submitted at least every three years; it describes the City's strategy for meeting community development needs for the designated 3-5 year period.
The Citizen Participation Plan (CPP) describes the framework and process to be used to develop and implement the City's housing and community development program through the Consolidated Plan process. The CPP contains provisions designed to facilitate meaningful citizen participation and is updated every 5 years.
Each year, the City of Chesapeake is required to report to the U.S. Department of Housing and Urban Development (HUD) on its performance in meeting the objectives of the approved Consolidated Plan.
Included in the Consolidated Annual & Performance Evaluation Report (CAPER) is information about financial expenditures [including the use of CDBG, HOME Investment Partnership (HOME), and American Dream Downpayment Initiative (ADDI) funds]. In addition, the report covers programmatic accomplishments during the Program Year.
