Indian River/Military Highway Corridor Study
The City of Chesapeake invites you to learn about the Indian River Planning Area Study process and share ideas about planning strategies, plan recommendations, and plan implementation. The study team has worked hard to develop these outcomes based on public input received thus far. To gather feedback about the developed planning strategies, plan recommendations, and plan implementation, the City is conducting its third Virtual Community Meeting (in-lieu of an in-person meeting) for the Indian River Planning Area Study from Monday, May 3rd to Sunday, May 23rd (a three week period). This meeting will be done entirely virtual and hosted on this project webpage.
Please view this short video presentation (15 minutes), as well as a copy of the presentation and the full draft plan document. We hope you will take some time to review these materials and use this comment submission form to provide feedback directly to the study team. Once this public comment period closes on May 23rd, all comments received will be addressed by the study team in the subsequent draft of the plan document, which will be the public hearing draft document. It is the version of the plan that will be presented to Planning Commission and City Council for their vote this summer during the formal public hearing process.

The Indian River Planning Area Study will evaluate current conditions along the Indian River Road and Military Highway corridors, as well as in surrounding areas to create a strategic plan that will embrace the City’s Comprehensive Plan and its three cornerstones: responsible growth, infrastructure, and quality of life.
The plan will highlight the significance of both Indian River Road and Military Highway as important gateways that can help the City achieve its vision of being a place known for its well-connected communities and vibrant commercial areas. At the same time, the study will explore ways to enhance overall quality of life in the area and to accommodate a broad range of future mobility options.
This study will also support the City's adopted 2035 Comprehensive Plan, which identifies the Indian River Road and North Military Highway corridors as a contiguous planning area needing further study. Examples of past planning studies can be found in the Planning Department's Planning Library.
