For the review of new one-and two-family dwelling unit site plans, a fee of $10.00 shall be charged at the time of permit issuance.
- Reinspection Fee: $50.00
- Late charge for beginning work without a permit: $150.00
- For each appeal to the board of building code appeals, a fee of $300.00 shall be paid by the appellant.
- There shall be a fee of $50.00 for early release for new residential and commercial.
- Change of Permit Holder: The permit fee for reissuance to a new permit holder in order to complete construction shall be based on the valuation and/or proposed work according to the fee schedule.
- Residential Demolition permit requires a Rat Free Certificate which is obtained by inspection of the premises by a member of the Code Compliance Inspectors and has a $50.00 Fee. A fee of $50.00 is required prior to inspection of the property.
- Situations not specified in this fee schedule will be handled on a per-case basis and are subject to the approval of the director of Development and Permits.

Electrical Permit Fees

For issuing each permit, the fee shall be $50.00. In addition are the following fees:
- The minimum electrical permit fee shall be $50.00
- Temporary Service: 60 amps and 100 amps – $50.00.
- New Service: Fees for new services, whether single- or three-phase, include all circuits, motors, generators and other derivations of an electrical system.
- A single-phase fee of $25.00 per 50 amps
- A three-phase service fee is $25.00 per 50 amps for the first 1,000 amps and $25.00 per 50 amps for the remaining amps after 1,000.
- Changes of Service (old):
- Fees for changes of service (pay for change of service and any additional circuits added or worked on) is $12.50 per 50 amps for single-phase. For circuit fees, see additions or repairs schedule below.
- Fees for changes of service are $112.50 per 50 amps for three-phase for the first 1,000 amps and $12.50 per 50 amps for the remaining amps after 1,000.
- Additions or Repairs; for each piece of equipment connected and for each circuit or feeder installed, extended, relocated or repaired, to include panel replacement, the fees shall be:

Elevator Inspection Fee
Annual Inspections of all elevator, dumbwaiters, moving stairways, moving walks, and man lifts are required to be performed by an approved third party elevator inspector. Upon the completion of the inspection, a certificate of compliance will be issues by the City of Chesapeake. A $50 fee of each moving device is required.

Gas Permit Fees

For issuing each permit, the fee shall be $50.00. In addition to the fee of $50.00 for issuing each permit, there will be a fee of $7.00 for each gas outlet, 2% State Levy, and $5.00 Technology Fee.
Ex: 1 Gas Water Heater and 1 Fireplace
$50.00 + 7.00 (1 gas water heater and 1 fireplace) = 57.00 + 1.14 (2% state levy) + $5.00 Technology fee = Total permit fee $63.14.
Reinspection fee is $50.00
The fee for beginning work without a permit is $150.00.
Mechanical Permit Fee and Fee Schedule

Fee shall be $50.00 Admin fee and $8.00 for the first $1,000 in value, plus $8.00 per each additional $1,000 value or fraction thereof.
Ex: Heat pump value = $2,000
$50.00 + 14.00 (value 2000 = 8+8) = 64.00 + 2% State Levy (1.28) = 65.28 + $5 technology fee = $70.28

Plumbing Permit Fee

For issuing each permit, the fee shall be $50.00. In addition are the following fees:
- For each plumbing fixture, floor drain or trap, including water and drainage piping, the fee shall be $7.00.
- For each sewer line and/or water line, the fee shall be $7.00.
- For each sewer line and/or water line having to be replaced, repaired or reconnected, the fee shall be $7.00.
- For each roof drain the fee shall be $7.00.
- For each new water heater, the fee shall be $7.00.
- Reinspection fee is $50.00.
- The fee for beginning work without a permit is $150.00.

Occupancy Permit Fee
Certificate of Occupancy
For all new buildings, commercial pools, additions and interior alterations, the fee for a certificate of occupancy shall be $50.
Temporary Certificate of Occupancy
When a request is made for a temporary certificate of occupancy, the fee shall be $50, which shall be paid at the time of issuance.
Plan Review Fees
Please add additional 2% state levy to all plan review fees.
- New residential one-and two-family structure – $100.00
- Additions attached or detached residential one- and two-family structure:
- 0 to 1,999 square feet: $50.00
- Over 2,000 square feet: $75.00
- New and additions to non-residential (commercial) construction – $25.00 per 1,000 square feet or fraction thereof with a maximum charge of $500.00.
- Non-residential (commercial) alterations:
0 to 2,499 square feet of altered space: $50.00 2,500 to 4,999 square feet: $75.00 5,000 to 7, 499 square feet: $100.00 7,500 to 9,999 square feet: $125.00 10,000 to 12,499 square feet: $150.00 12,500 to 14,999 square feet: $175.00 15,000 to 17,499 square feet: $200.00 17,500 square feet and over: $225.00 - All other non-residential alterations not involving square footage, the plan review fee will be $50.00. (Demising Walls, towers, antennas, piers, bulkheads, etc.)
- Fire Plan Review Fees –
For fire protection, suppression systems and alarm systems, the fees shall be as follows and collected at the time of plan submittal:
- Small Review – $50.00: L.P. Gas storage up to 24 cylinders, fire sprinkler alterations 10 or less heads not in most remote areas, installation of above and below ground storage tanks 499 gallons or less, hood systems, 5” stub out for fire protection systems, fire alarm systems which do not require battery calculations submittal.
- Medium Review – $125.00: L.P. Gas storage 25 to 48 cylinders, fire sprinkler alterations 11 to 20 heads, any fire sprinkler alterations in most remote areas, above and below ground storage tanks 500 to 2,000 gallons, removal of above or below ground storage tanks, spray booth, FM 200 clean agent systems, dry fire hydrant, fire pump installation, removal of fire sprinklers, removal of fire alarms, hazardous materials storage and dispensing systems for Business and Mercantile use groups.
- Large Review – $250.00: L. P. Gas storage 49 or more cylinders, new installations of fire sprinkler systems, fire alarm systems which require battery calculations submittal, above and below ground storage tanks 2,001 gallons or more, hazardous materials storage and dispensing systems for all use groups except Business and Mercantile use group.
Refund Policy
Building, Electrical, Mechanical, Gas and Plumbing Refund Policy
The permit holder may request a refund by submitting a Refund Request to the Department of Development and Permits stating the reason for the request.
The percentage of allowable refund permitted is listed in the chart. Please note that no 100-percent refunds will be granted, and there will be no refunds of $50 or less.
All refunds will be subject to a processing fee of $50 and must be approved by the director.

Zoning Refund Policy
- All refund requests shall be made in writing, shall specify the reason for the request and are subject to an administrative processing fee of $50. No refunds shall be issued for fees, costs, charges or expenses of $50 or less.

All permits are subject to a $50.00 Administrative Fee, $5.00 Technology Fee and a 2% State Levy.
- Value = $15.00 per 1,000.00 in value (contract cost or project cost)

Tent Permits Issued Under the Zoning Ordinance*

EXAMPLE: Tents 900 square feet or less: the fee is $50 per tent + $5 technology fee: $55.00.
The State levy is not applied to the zoning permit. A zoning plan review fee is not applied unless it is applicable to a residential building permit
(If multiple tents are used to create one large tent - apply only one $50.00 fee)
Tent and Air Supported Structures Permits (Air Supported Structures) Issued Under the VUSBC*
- Tents greater than 900
sq . ft., temporary in nature: $50.00.EXAMPLE: Tents greater than 900 sq. ft.: the fee is $50 per tent + $50 Admin. fee + $5 technology fee + 2% State levy ($1.00) = $106.00.
(If multiple tents are used to create one large tent- apply only one $50.00 fee)
(A zoning plan review fee is not applied unless it is applicable to a residential building permit). - A copy of the flame retardant certificate is required to be presented at the time of permit issuance.
*As per City Code, Section 14-33 (j), no fees shall be assessed for permits obtained by employees of the city or the city school board, acting within the scope of their employment, for the city or school board projects.
