Development & Permits COVID-19 Operations Plan
Zoning & Property Maintenance Enforcement
Inspections:
Exterior property maintenance and zoning inspections will continue as usual.
Interior rental and property maintenance inspections will resume only if the property is vacant inside and inspectors will be required to follow PPE protocols. Please contact the office for details on inspection procedures.
Payment of civil penalties:
We will resume accepting civil penalty payments in person at the office. We will also continue to accept payment in the department’s drop box behind the security desk on the 1stfloor.
Building Plan Review & Inspections
Inspections:
New commercial and residential construction, alterations and additions:
Exterior inspections- all normal exterior inspections including rough-in and final inspections will be performed as follows:
- Site work/groundwork
- Footing/foundation/slab
- Sewer and Water Rough-in
- Mechanical/Gas Rough-in
- Solar panel system installation with exterior disconnect
- Temporary power pole
- Exterior meter base
Interior Inspections- all normal interior inspections including rough-in and final inspections will be performed as follows:
- Inspectors will have the discretion to use their best judgement to determine if the environment and conditions are at an acceptable safety level.
- If not at an acceptable safety level, the inspection will be re-scheduled to a date based on the conditions
Permit Processing
We are strongly encouraging citizens to use online resources for services and payments through the eBUILD process for application of permits, and construction plans. The eBUILD system is now used by a majority of our permit applicants including developers, contractors and homeowners. Additional information can be obtained through the eBuild web portal.
While we strongly recommended the use the eBUILD process, for hard copy applications, a drop box is located on the 1st floor lobby of City Hall.
Payments for transactions outside of the eBUILD system can be made through a credit card authorization. The authorization form can be obtained through the Department of Development & Permits forms and applications page.
While citizen entrance into the building is limited, City staff will meet citizens in the 2nd floor lobby to assist. You should anticipate this non-electronic process will take somewhat longer to perform.
Site Development – Permitting, Administration and Inspection (Construction Administration)
Permits and Administration:
Majority of this divisions business is handled on-line and through the mail. Citizens may be provided step-by-step instructions on how to request a permit through eBUILD by calling 382-6101.
A department drop box is located in City Hall on the 1stfloor, for submittals that cannot be sent electronically.
While citizen entrance into the building is limited, City staff will meet citizens in the 2nd floor lobby to assist.
Site Development Inspections:
All inspections are running as normal. Inspectors can conduct any construction meetings through conference calls or meetings outside minimizing contact and maintaining adequate separation.
All construction inspection conferences will occur over the phone.
