James Swain Jr.On Saturday, September 26, 2015, just after midnight, Chesapeake Police Officers were dispatched to the Peaceful Village public housing community located in the South Norfolk section of the City.

Upon arrival, Police found a man lying in the grass behind the apartments at the 3100 block of Welcome Road. James P. Swain Jr., 25, of Chesapeake, was pronounced deceased at the scene. He had been shot multiple times.
