Transportation Corridor Overlay District

On November 15, 2016, City Council approved the updated Transportation Corridor Overlay District (PDF) policy.

The Transportation Corridor Overlay District (TCOD) is a policy framework under which certain potentially beneficial development proposals may be considered, given their proximity to improved transportation access. The creation of the Transportation Corridor Overlay District is based upon certain fundamental issues.

1. Transportation improvements will create a catalyst for development.
2. The City should preserve future opportunities for economic development.
3. These corridors are highly visible and any proposal contained therein should reflect good building and site design practices.

On November 15, 2016, City Council approved the updated Transportation Corridor Overlay District policy, adding Route 17 to the North Carolina line as a TCOD Corridor and adding new TCOD Target Areas within this corridor. As part of City Council's adoption of amendments to the 2035 Comprehensive Plan on December 18, 2018, to establish the Gateway Virginia Innovation District on a portion of the Frank Williams Farms Tract, an amendment to the TCOD Policy was also required.
