A Certificate to Operate (CTO) is issued by the Department of Environmental Quality (DEQ) that authorizes operation of a sewerage system. A CTO is required for sewerage systems that provide capacity for at least 40,000 gallons per day or 100 residential units.
Upon completion of the sewerage system and satisfactory final inspection, the Department of Public Works will notify DEQ that the system has been constructed in substantial conformance with the approved standards and specifications. Upon receipt of this notice, DEQ will issue a CTO to the City. No sewerage system that requires a CTO will be activated and accepted until the CTO is received by the City.
