The Department of Development and Permits may contract for the removal of graffiti on any private wall or structure visible from a public right-of-way. Section 46-13.1.2 of the Chesapeake City Code indicates that the city must give reasonable notice to the owner to remove the defacement. If the owner fails to respond to the notice, the city may have the defacement removed. A lien will be placed on the property in the amount of the cost for such removal.
