Voter Registration
To be eligible to register to vote in Virginia, a person must:
- Be a resident of Virginia (a person who has come to Virginia for temporary purposes and intends to return to another state is not considered a resident for voting purposes).
- Be a U. S. Citizen.
- Be 18 years old (any person who is 17 years old and will be eighteen years of age at the next general election shall be permitted to register in advance and vote in any intervening primary or special election).
- Not be registered and plan to vote in another state.
- Not currently declared mentally incompetent by a court of law.
- If convicted of a felony, your right to vote must have been restored.
Persons eligible to register can obtain and return a Registration Application at any of the following:
- Online Registration
- Local voter registration office
- Download a copy of the registration form (PDF)
- State or local government offices when applying or re-certifying for Temporary Assistance for Needy Families (TANF), SNAP, WIC, Medicaid, or Rehabilitation Services.
- Government offices in the State that provide State-funded programs primarily engaged in providing services to person with disabilities
- Armed forces recruitment offices
- Public libraries
- Virginia Department of Elections office
- Department of Motor Vehicles offices
- Voter Registration Drives
Registering or updating your information
- Online: Virginia Department of Elections
- Print, fill out, and mail a paper Voter Registration Application (PDF) to the General Registrar’s Office, 411 Cedar Road, Chesapeake, VA 23322.
- Register to vote at the Department of Motor Vehicles.
You may register and update your information at any time, but the application or notice of your updated information must be received or postmarked no later than 22 days before every election.

Improve your chances of a successful registration
- Complete all information blocks on the application. If any information requested does not apply to you, indicate such by writing the word “NONE” or “NA” in that space.
- Sign and date the registration application.
- Submit your completed application by mailing it to the appropriate address or delivering it to your local registration office. Mailing addresses for General Registrars can be found using our lookup tool.
Failure to complete the form properly could result in your registration being delayed or denied. Note that you must provide your Social Security number, if any, when applying to register to vote in Virginia. Therefore, if you do not provide your Social Security number, your application for voter registration will be denied
Same Day Registration
- Same Day Registration refers to the ability to register to vote in-person and immediately vote a provisional ballot after the deadline to register and vote a non-provisional ballot has passed. For more information visit the Virginia Department of Elections website.

You can use the Virginia Voter Registration Application to register for the first time in Virginia or update your registration if you have moved or had a name change.
Remember
When you complete your Virginia Voter Registration Application:
- Complete all information blocks. If any information requested does not apply to you, indicate such by writing "NA" in that block.
- Sign and date the application.
- Submit your application in advance of any registration deadlines.

- When can I register to vote?

- What if I have moved or changed my name?

To remain a qualified registered voter, the law requires you to notify your local registration office of any change in your name or address. You may change your information (name and/or address):
- Online
- In person at our office - 411 Cedar Road Chesapeake, Virginia 23322
- At a Department of Motor Vehicles Office
- Any Chesapeake Library
- By mail by completing a new Voter Registration Application (PDF)
- If mailed, Voter Registration Applications or changes of address / name must be postmarked no later than the deadline specified for each election.
- By completing the back of your voter registration card. Please be sure you have signed the card.
