Types of Surplus Land

There are two types of surplus land:

  • Undevelopable property which will be offered only to adjacent landowners
  • Developable property that can independently be improved which will be sold by a "sealed bid" process

Note: Vacant land that is part of the right-of-way which includes undeveloped streets and alleys is required to go through the Street Closure Petition (Planning Department).

The City will not furnish nor be responsible for an appraisal, a survey, a title examination, or a subdivision plat.

If an appraisal, survey, or subdivision plat is required by the City, the successful buyer will be responsible for the cost.

The City of Chesapeake is accepting proposals for the lease of approximately 36.0 acres, more or less, of farmland, being a portion of Tax Parcel # 0450000000010, located at 437 George Washington Highway, South, adjacent to Deep Creek Park. The Request for Proposals, including instructions, forms, and exhibits are available below. Proposals must be received by Tuesday, October 3, 2023, at 12:00 p.m., in the Public Works Department, 306 Cedar Road, Chesapeake, Virginia 23322. City Council will consider the lease proposals and consider awarding the lease following a public hearing to be conducted at 6:30 p.m. on October 10, 2023, in the City Council Chambers, City Hall Building, 306 Cedar Road, Chesapeake, Virginia 23322. Interested persons may present their views.

 A copy of the proposed resolution and a proposed lease agreement is on file in the Office of the City Clerk, located in the City Hall Building, 306 Cedar Road, Chesapeake, VA 23322, and may be viewed by citizens Monday through Friday during business hours of 8:00 a.m. to 5:00 p.m. by calling the City Clerk’s Office at (757) 382-6151, or online at www.cityofchesapeake.net beginning close of business on October 5, 2023.

 The City of Chesapeake will make available reasonable accommodations and services necessary for disabled citizens. Please call Timothy Winslow, Municipal Facilities Administrator, Public Works Department, at (757) 698-4230 at least three (3) days in advance of the public hearing if such accommodations or services will be needed.

 The acceptance of any proposal, and the award of a lease, is expressly subject to the approval of the Chesapeake City Council.
