Stormwater Administrator
As Stormwater Administrator, Richard Broad is responsible for the overall management of the Stormwater Division of Public Works.
A native of Hampton Roads, Mr. Broad oversees the management of stormwater operations division budget, equipment, and personnel. Currently, the Stormwater division is working very hard on eliminating the backlog of drainage complaints that have existed for several years.

Professional background: After graduating from the University of Virginia in 1979, Mr. Broad moved to Houston, Texas and worked for seven years in the oil & gas industry as a geologist. He returned to school in 1986 for Bachelors & Masters degrees in Civil Engineering. While in Houston, Mr. Broad worked in the environmental remediation business for nine years, managing the design and construction of groundwater recovery & treatment systems. He also managed large soil excavation projects at industrial sites around the country, and worked on stormwater assessments and designs for various facilities in the southwest.
Mr. Broad moved back to Virginia in 1998 to work in the environmental consulting business doing environmental assessments and stormwater work at various Air Force bases around the country. He then began working for the City of Norfolk Stormwater Division in May 2000, and came to Chesapeake in August 2001.
