PARKING

Both the large and small jury lots (adjacent to the Court building) will be used for media. These are the same lots used during the trial.

The larger lot will be used for transmission vehicles and the smaller lot for overflow transmission vehicles and live shot positions.

There will be no reserved spaces for vehicles or live shots. City Media Liaison's will be on-hand to direct the parking of vehicles so as to make maximum use of the space available. Live shot positions will be assigned first-come, first-choice.

Only media transmission vehicles (those with a microwave or satellite transmitter in evidence) will be permitted in the lots, without prior approval of Public Communications Department staff. All other media vehicles will park in normal, open parking areas on the campus. This includes private vehicles and media crew vehicles not used for transmission.

Police officers will man the entrance to the lot throughout the event, for access control and security.

Media are advised that, while the City will make reasonable allowances for security of equipment, the City of Chesapeake shall not be responsible for any loss, damage, injury or other occurrence to any media owned equipment or materials.

No fencing or other barriers will be placed around the lots. Public foot traffic will not be disrupted. Media organizations will be responsible for maintaining their work area security.

TRANSMISSION VEHICLE AND LIVE SHOT OPERATIONS

Transmission vehicle parking will be on a first-come, first-served basis with the provision that Public Communications staff will coordinate parking so as to make the best use of space. No reserved spaces will be provided.

Transmission vehicles will use onboard generators for the event. No shore power hook-ups will be required or provided.

Media may use the small jury lot for stand-up and live shot locations throughout the event.

    Space will be available on a first-come, first-serve basis. No reservations.

    110V A/C Power will be available on the backboards between the large and small lots, to power lights, etc. Media to provide their own connections.

    Small (10x10) pop-up tents are permitted in the event of inclement weather.

    All equipment, tents and trash are to be removed at the end of the day.

    Public Communications will work with the media to establish and maintain safe, temporary paths for cables running from trucks to the live shot areas. While fixed cable troughs will not be installed, yellow jackets and/or carpets will be employed.

STAKE OUT AREA

A stake out area will be established on the northern corner of the large lot (near the trial stake out area).

    A podium and mult-box will be provided.

    A tent (10x10 pop-up) may be used to cover the podium and speaker(s) in the event of rain. The tent will NOT accommodate media. If a tent is used, no lighting will be provided. Media will need to provide their own lighting, in accordance with their mutually-agreed specifications.

    The stake out area will be available to all parties in the case (prosecution, defense, witnesses, families, etc.) who wish to speak with the media.

    Public Communications will provided cabling for podium and lighting power, from the backboards between the small and large lots.

AREAS AND FACILITIES NOT IN USE

The following areas, used during the trial, will NOT be utilized during the sentencing dates:

    Great Bridge Community Center

    Closures of Holt Drive and Albemarle Drive

    Modifications to parking not otherwise noted above

    Portable restroom facilities (media will be able to access public buildings for this short-term event).

    Office trailers, rental tents, and other similar facilities

CREDENTIALS/MEDIA IDENTIFICATION

No special credentials will be issued for the sentence date. Media representatives should be in possession of their individual media-issued identification. Credentials from the Malvo Trial itself will also be an acceptable form of identification.

COURTROOM SEATING

Media organizations are requested to contact the Chesapeake Public Communications Department no later than Friday, March 5, to indicate their intention to cover the sentencing. Organizations who decide to cover the sentencing after that date may not be guaranteed access to the courtroom, depending upon space available.

For organizations which contact the Public Communications Department by March 5, media seating in the courtroom will be allocated in the same manner as used during the trial. The media organizations having daily guaranteed seats in the courtroom for the trial will again have these seats. Other media organizations will be placed in a lottery for the remaining seats (should this be necessary).

A special courtroom access pass will be produced and available for media organizations having courtroom access for the sentencing. This pass must be picked up no later than 9:30 a.m. on the morning of the sentencing day. Media Liaisons will be available on the 4th floor of the court building to distribute these passes.

The closed circuit video feed from the courtroom will not be in operation during the sentencing.

MEDIA-RELATED SECURITY ISSUES

The 50-foot perimeter around the Court building, established during the trial, will be in force. No cameras may be operated any closer than 50 feet from the building or they will be confiscated. In the absence of the media area fence, markings will be provided to delineate the 50-foot boundary.

Members of the media who wish to tape or photograph persons connected with the case outside the 50-foot perimeter must comply with all directions and instructions from Police, Sheriff, Security or City personnel including, but not limited to, directions to maintain distance, to move from designated areas or to disperse from groupings.

COURT BUILDING AND COURTROOM RULES

No cameras or recording devices of any kind are permitted in the Circuit Court Building. This includes cellular phones equipped with cameras. These devices may NOT be brought into the court building.

Pagers, cellular phones, and all wireless devices, as well as any sort of "direct-connect" or walkie-talkie-type cellular or other communication devices, must be turned off or set in vibrate mode when in the courtroom.
