Administration Division
MARY J. BULLOCK - Director of Human Resources
Mary possesses many years of experience in the Human Resources field. She holds a Bachelor's degree in Marketing and a Master's Degree in Public Administration. She has presented numerous training workshops on career planning, Equal Opportunity Laws, and Sexual Harassment. She is responsible for the administration of a comprehensive human resources management system and compensation plan including the following major areas: formulating and interpretation of human resources policies; affirmative action & equal opportunity; grievances; discipline; employee relations & counceling; employee development; recuitment, testing, & selection; wage & salary administration, benefit administration & counseling; and volunteer & intern staffing.
NICOLE M. CLARK, SPHR - Assistant Director of Human Resources
Nicole's experience in the private sector includes employee relations, management development and recruitment. She holds a Bachelor's degree in Business Management, a Master's degree in Human Resources Management and holds the designation as a Senior Professional of Human Resources by the Society of Human Resource Management. Nicole is a certified facilitator for FranklinCoveyT® and the Myers-Brigss Type Indicator®. She provides management oversight of the Benefits, Pay and Classifications; and Recruitment, Testing and Selection Divisions. She administers the City’s Substance Abuse and EEO programs. Also essential to her role for the City of Chesapeake include researching, developing, and revising policies and procedures as well as responding to questions and concerns from employees/applicants regarding City policies and procedures and guiding City executives on strategies for problem solving.
EUGENE A. ROSIER - EEO Compliance Administrator
Eugene has many years of EEO experience with the U. S. military as well as state and local governments. He is a graduate of the Department of Defense's Equal Opportunity Management Institute and holds a Bachelor's degree in Human Resources Administration. He handles all internal complaints of discrimination or harassment for the City. Eugene also administers the City's Equal Employment Opportunity Action Plan and monitors the Equal Employment Opportunity portion of the City's Fair Share Agreement.
TALISHA N. CHAMPAGNE - Administrative Assistant
TaLisha holds a Bachelor of Arts degree in Business Administration and is currently persuing her MBA with a concentration in Human Resources Management. She assists the Director and Assistant Director with a wide variety of special projects and reports both for internal purposes and in response to requests from the City Manager and his staff. She coordinates small and major purchases for the department as well as monitors other departmental expenditures and the operating budget. TaLisha is responsible for posting Human Resources information to the City's Intranet. She assists the EEO Compliance Administrator with data analysis and report preparation. Additonally, she serves as the program coordinator for the Tuition Assistance Program.
MARGARET JOHNSON- Human Resources Technician II
Margaret holds a Bachelor's degree in Interdisciplinary Studies with a concentration in Business and Finance. She processes the payroll for the entire City, and is greatly involved in position control. She provides VRS benefits counseling and presents annual payroll training to City Payroll Clerks.
JENNIFER HORNE- Human Resources Technician II
Jennifer manages the Substance Abuse Program, handles Virginia Employment Commission (VEC) claims, vacancy verifications, and new employee personnel actions. She also processes public safety incentive pay applications, prepares the Human Resources Compensation Plan, and serves as payroll backup.
Recruitment, Testing, Selection, & Classification Division
NANCY F. HORNE - Human Resources Administrator
Nancy has over 20 years of experience in public sector selection issues and holds a Bachelor's Degree in Governmental Administration. She serves as Division Head and has oversight of the City's recruitment, testing and selection processes. She is the hiring partner to Audit Services; Budget; City Manager; Finance; Human Resources; Information Technology; and Real Estate.
MICHAEL DOANE, PHR - Human Resources Specialist II
Mike's extensive experience in recruiting, testing, and selection has been both in the private and public sectors. He has a Bachelor's Degree in Human Resources Administration and a Master's Degree in Human Resources Management. Mike administers the Fire and Police Departments’ Entrance Examination processes; serves as Student Intern Program Coordinator; and is the hiring partner to Economic Development; General Services; Fire; Police; Parks and Recreation; Intergovernmental Affairs, Libraries; and Public Utilities.
MARY BETH NIENABER, PHR - Human Resources Specialist II
Mary Beth holds a Bachelor of Arts degree in English & Philosophy and is certified as a Professional in Human Resources. She has experience working as a generalist in the areas of recruitment, benefits, employee relations, and compensation. Mary Beth is the hiring partner to Public Works, Neighborhood Services, Community Services Board, Human Services, Planning, Public Communications, and Agriculture and serves as the City’s Volunteer Coordinator.
LATRICE ROBBINS - Human Resources Technician I
Latrice's responsibilities include certifying candidates for interview; responding to e-mail inquiries; developing job advertisements; identifying marketing sources and strategies; administering clerical tests; updating and maintaining information in the Click system; and representing the City at career fairs and other marketing events. She holds a B.S. degree in Computer Science, and is also the Emergency Coordinator for the Department.
CARRIE SAWYER - Human Resources Specialist I
Carrie has over 20 years experience in the Recruitment,Testing and Selection Division and holds an AS Degree in Education. She serves as a marketing representative for the City and a hiring resource to departments. Carrie functions as the City’s liason with the Temporary and Security Service Contracts and is the primary point of contact for the new Encore Program. She also assists with the administration of the Police and Fire Entrance and Promotion processes.
KIMBERLY REED - Human Resources Specialist II
Kimberly holds a Bachelor's Degree in Accounting and is currently pursuing her MBA with a concentration in Human Resources Management. Kim performs classification studies and salary surveys. She is also responsible for providing information and guidance to the City of Chesapeake 's employees for the following programs: Virginia Retirement System, deferred compensation plan (ICMA Retirement Corporation), Sick Leave Bank/Donation Programs, Family Medical Leave Act, City of Chesapeake 's Health Plans and Wellness Programs.
JEAN M. TAYLOR - Office Specialist I
Jean provides clerical support to the RTS Division practioners and is responsible for background checks for candidates selected for hire. She also supports the Classification, Benefits & Pay Division in a number of payroll activities. She greets visitors and answers calls to the Department of Human Resources and serves as a Notary Public. Jean holds a B.S. Degree in Secretarial Science.
VACANT – Office Assistant II
The essential task of this positon consists of providing customer service for the Human Resources' front office; answering phones, serving as the first point of contact for visitors to the department; providing information for the employment application process; and supporting a variety of department inititatives.
Employee Relations, Training, & Benefits Division
WENDY BROWN - Human Resources Administrator
Wendy has several years of Human Resources experience in the government, public and private sector. She holds a Bachelor's degree in Psychology and a Master’s Degree in Education. Wendy is certified to teach Franklin Covey’s What Matters Most Workshop and the Myers Briggs Type Indicator®. Wendy administers the Grievance Procedure, Performance Evaluation Process, Employee Assistance Program, and Disciplinary Process.
VACANT - Human Resources Specialist II
The person in this position administers the Youth/College Internship Program, and is responsible for the City of Chesapeake’s Internship Program. Additionally, this person serves as the training partner to the following departments: Agriculture, Community Services Board, General Services, Intergovernmental Affairs, Mosquito Control, Neighborhood Services, Parks and Recreation, Police, Public Communications, and Public Utilities.
VACANT - Human Resources Specialist I
The person in this position administers the City's exit-interview process, Employee Recognition Program and the Employee Suggestion Program. Additonally, this person serves as the training partner to the following departments: Budget, Circuit Court, City Attorney, City Clerk, Economic Development, Finance, Fire, First District Court Services, General District Court, General Services, and Real Estate Assessor's Office.

This person will serve as the training partner to the following departments: Audit Services, City Manager's Office, Health Department, Human Services, Information Technology, Library, Planing and Public Works.
ELIZABETH MILLER - Human Resources Specialist II
Elizabeth holds a Bachelor's Degree in English and a Master's Degree in Public Administration. Elizabeth performs classification studies and salary surveys. She is also responsible for providing information and guidance to the City of Chesapeake 's employees for the following programs: Virginia Retirement System, deferred compensation plan (ICMA Retirement Corporation), Sick Leave Bank/Donation Programs, Family Medical Leave Act, and the City of Chesapeake 's Health Plans.
LUCIA CHATMAN - Office Coordinator
Lucia supports the Training Division by coordinating the registration of City employees for In-House Training along with general support for all areas of this Program. She supports the City's Incentive Program by processing Star Performer and City Manager Awards and coordinates the City-wide annual Service Awards Luncheon.
