CHESAPEAKE ZONING ORDINANCE (CZO)

The State of Virginia has empowered all towns, cities and counties to adopt zoning ordinances. All of the local jurisdictions in the Hampton Roads area have adopted some form of Zoning Ordinance. While most zoning ordinances are similar, no two are alike. It is recognized that every community has its own particular set of circumstances and zoning ordinances are designs to meet those conditions.
The City of Chesapeake's original Zoning Ordinance was adopted on September 27, 1969. It brought together the Zoning Ordinances of Norfolk County (adopted Oct 9, 1934) and the City of South Norfolk (adopted Jan 20, 1955) The City is currently operating under the 1993 revision of the original ordinance. (date of adoption October 21, 1993)
The Chesapeake Zoning Ordinance (CZO) is divided into the following basic parts:
- Definitions
- Zoning Districts
- Development Standards for:
- Lot Sizes
- Building Setbacks
- Building Heights and Lot Coverage
- Permitted & Conditional Uses for each Zoning District
- Supplemental regulations related to such items as:
- Parking
- Signs
- Mobile Homes
- Animals & animal related structures
- Other special land uses
Zoning has inspectors assigned to field responsibility and office duties. They are supported by the Zoning Administrator and one secretary. The division responds to complaints, conducts inspections, and processes applications for building permits. Inspections involve a variety of different zoning violations dealing with:
- Signs and Fences
- Recreational & Commercial Vehicles
- Junkyards / Abandoned Vehicles
- Excavations
- Building setbacks
- Mobile Homes
- Home Occupations
Zoning also provides staff support to the Chesapeake Board of Zoning Appeals.
