AIRPORT AUTHORITY
The Airport Authority provides for the construction, maintenance, and operation of the Chesapeake Municipal Airport complex to serve the needs of Chesapeake citizens.

ART/ARTIST SELECTION COMMITTEE (now known as Public Art Committee)
CSB OF CHESAPEAKE, INC.
CSB of Chesapeake, Inc. shall be to own real property that will be leased to the City of Chesapeake, Virginia, a municipal corporation, for use by the Chesapeake Community Services Board, a public agency of the City of Chesapeake, to enable and assist the Board in carrying out its statutory mission, which includes providing evaluation, treatment, case management, emergency intervention, and other services and supports to residents of the City of Chesapeake who are experiencing mental illness, mental retardation or substance abuse. CSB of Chesapeake, Inc. is being created in compliance with Public-Private Education Facilities and Infrastructure Act of 2002 and the model procedures adopted by Chesapeake City Council on February 25, 2003.
CABLE TELEVISION COMMISSION (City Code Sec 2-526)
The Cable Television Commission shall have the duties to resolve disagreements between cable subscribers and the cable company. In cases where the franchise has not satisfactorily responded to complaints from subscribers, the Commission shall have the responsibility to review the complaints and arrange an equitable solution.

CHESAPEAKE CITY SYMBOL COMMITTEE (City Code Section 2-620-43)
The responsibilities of the Chesapeake City Symbol Committee shall be to oversee the approval of artistic design and placement of the City symbol on City-owned property; to provide oversight of the licensing and sale of City Symbol merchandise sold to the public; and to provide the City Council with an itemized list of the specific locations where each City Symbol is displayed. The Chesapeake Community Criminal Justice Board shall have the authority and responsibilities to advise on the development and operation of local pretrial services and community-based probation programs and services pursuant to Code of Virginia for use by the courts in diverting offenders from local correctional facility placements; assist community agencies and organizations in establishing an modifying programs and services for offenders on the basis of an objective assessment of the community's needs and resources; review the submission of all criminal justice grants regardless of the source of funding; facilitate local involvement and flexibility in responding to the problem of crime in their communities.

CHESAPEAKE HISTORIC AND ARCHITECTURAL REVIEW BOARD (City Code Sec 2-620.13)

CHESAPEAKE YOUTH COMMITTEE (City Code Sec 2-551)
The responsibilities of the Chesapeake Youth Committee shall be to function in an advisory capacity in establishing goals and objectives for the Office of Youth Services; provide advice and assistance to the City Manager in establishing, administering and supervising the office of Youth Services; assist the Office of Youth Services in conducting an assessment of the needs of youth in developing an annual delinquency prevention action plan; encourage any additional, deletions or changes in laws, policies and procedures that will improve community conditions for youth development; support or provide a public forum where concerns about youth can be expressed; present an annual comprehensive plan to the City regarding the committee's progress, together with any necessary recommendations.

COMMUNITY DEVELOPMENT AUTHORITY (Virginia Water And Waste Authorities Act, Chapter 51, Title 15.2 of the Code of Virginia, of 1950, As Amended.)
The Community Development Authority is created for the purpose of exercising the powers set forth in the Act, including financing, acquiring, constructing, equipping, developing, and, if necessary, owning and maintaining certain public improvements in connection with the development of the Belharbour Development, a mixed-use waterfront development with commercial, residential and recreational uses, including a network of connected public streets and park sites and other public improvements, all as described in the Belharbour rezoning which was approved by the City Council on January 22, 2008.
COMMUNITY SERVICES BOARD (City Code Sec 2-436)
The Community Services Board membership shall be representative of professionals and members of the general public whose occupations or interests involve or are related to the fields of mental health, mental retardation, and substance abuse and to include consumers and family members of consumers when practical. It is the intent of the City Council that each field of Board concern receives adequate professional representation on the Board to ensure appropriate advocacy for and review of the program and services developed for each field.

A Regional board, the Eastern Virginia Health Systems Agency was created to improve, through local and regional planning, the health care of area residents while restraining increases in health care costs. The Agency also attempts to increase the accessibility, acceptability, continuity, and quality of health care services while restraining increases in costs caused by duplication of unnecessary health care resources.

EASTERN VIRGINIA MEDICAL SCHOOL (formerly Medical College of Hampton Roads (1975 Acts of Assembly))
The Medical College of Hampton Roads is a Regional Board which identifies, documents, and evaluates the needs, problems and resources relating to health and medical care, and plans, develops and implements programs to meet such needs on both an immediate and long-range basis. The Board also plans, designs, constructs, removes, enlarges, equips, maintains and operates medical educational institutions, medical and paramedical facilities together with related and supporting facilities.

The Economic Development Authority was established to promote industry and develop trade by inducing manufacturing, industrial, governmental, and commercial enterprises and institutions of higher learning to locate or remain in the City.

GROUNDWATER COMMITTEE (City Code Sec 2-481)
The Groundwater Committee shall determine the impact of the City's groundwater withdrawal from the city's production wells of private wells within the corporate boundaries in Chesapeake ; establish procedures for addressing claims received from private well owners alleging damages caused by these wells and report to City Council on groundwater impact from wells other than the City of Chesapeake production wells.

LOCAL EMERGENCY PLANNING COMMITTEE (Emergency Planning and Community Right to Know Act of Title III of the Superfund Amendments and Reauthorization Act of 1986)
The Local Emergency Planning Committee serves as the focal point for emergency response planning for emergencies involving natural disasters, hazardous materials and for the management of information within the City. The Committee is also responsible for the development and distribution of a local emergency response plan.

MOSQUITO CONTROL COMMISSION (VA Code 32.1-187)
The five Mosquito Control Commissions were formed for the control and elimination of all species of mosquitoes in the five districts. City Council consolidated the Commissions into one organization under the direction of the Health Department in 2002. The Commission is empowered to dig canals, ditches, drains, and to take other measures necessary for the control and elimination of mosquitoes.

PENDLETON CHILD SERVICE CENTER/MANAGEMENT BOARD (Joint Resolution with Virginia Beach)
A Regional board, the Pendleton Child Service Center/Management Board is a community-based treatment agency, serving young children who are exhibiting serious antisocial and maladaptive behaviors in the home, school, or community. The goal of Pendleton's treatment services is to reduce the incidence of these antisocial and maladaptive behaviors in order to prevent more serious consequences for the child and the community, such as involvement in the juvenile justice system.

PUBLIC ART COMMITTEE (formerly Art/Artist Selection Committee) (City Code Sec 2-576)
The Art/Artist Selection Committee shall recommend the amount of funds to be allocated to the approved site for acquisition of works of art; work with the Site Advisory Committee to determine the location of artwork and suitable art forms for the site; select artwork for acquisition; advertise for and collect applications from artists, select artists for inclusion in the slide registry and maintain and annually update a slide registry of ten to twenty slides per artist.

REDEVELOPMENT AND HOUSING AUTHORITY (VA Code 36-40 and 36-45)
The Redevelopment and Housing Authority provides safe, sanitary, and decent housing to Chesapeake 's residents. The Authority is also charged with the eradication of slums and the conservation of decaying neighborhoods. The Authority may acquire and operate housing projects, make loans and grants for the prevention and elimination of slums or blighted areas, conduct housing stock examinations, invest funds, acquire property for public or private development and hire staff.

RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL
The Resource Conservation and Development Council is a non-profit organization, authorized by the Secretary of Agriculture through an application process. The Council is to enhance resource conservation and economic development in local communities. The local communities identify the needs for projects and seek grants to fund the local projects.
ROUTE 168 ADVISORY COMMITTEE (City Code Sec 2-620.30)
The Route 168 Advisory Committee shall act in an advisory capacity to the City Manager and shall review and provide recommendations to the City Manager on toll rates, operation, maintenance, and project enhancements for the Route 168 toll road. The Committee shall also hear appeals made by parties from interpretations or decisions of the director of public works regarding the assessment of toll charges, and shall perform such other duties as may be assigned to the committee by the City Council.

The Tidewater Community College Board is a Regional board, which assists in ascertaining educational needs, enlisting community involvement and support for Chesapeake 's campus of Tidewater Community College. TRANSPORTATION SAFETY COMMISSION (City Code Sec 2-351)
The Transportation Safety Commission recommends to City Council plans for the formulation of a highway safety program for the City, and thereafter with the responsibility of periodic review of the operation and effectiveness of such program. The Wetlands Board's legislative purpose is to regulate the development and use of the City's wetlands. The Board accepts permit applications for the use or development of wetland areas in the City, holds public hearings, and acts on an applicant's request in accordance with the City Code.

BOARD OF EQUALIZATION OF REAL ESTATE ASSESSMENTS
The Board of Real Estate Equalization holds hearings for the purpose of hearing all complaints of inequalities, including errors in acreage and for the purpose of equalizing real estate assessments, where necessary. (Circuit Court Judges)
CITIZENS JUVENILE ADVISORY COUNCIL (City Code Sec 2-601)
The Citizens Juvenile Advisory Council advises and cooperates with the Court on all matters affecting the implementation of laws relating to children, their care, protection and domestic relations; to consult and confer with the Court and Director of Court Service Unit relative to the development and extension of the Court Service Program. ELECTORAL BOARD
The Electoral Board is responsible for the appointment of the Officers of Election and the General Registrar, and for the proper conduct of elections including, but not limited to, the counting of absentee ballots, certification of eligibility of voters, and printing of ballots.
