Public Works Permits

 

Where should I apply for Development Permits?

The Permits Division issues Right-of-Way, Land Disturbing , Stormwater and CBPA Permits and administers the corresponding bonds. The inspection responsibility of the Permits Division includes commercial entrances and public infrastructure related to commercial site construction, residential driveway/driveway pipe installation, borrow pits, land fills and franchise utility company activities in the right-of-way.

Commercial Right of Way Permits

An approved site plan and bond are required. The bond amount and permit fee
( or See Chapter 66 Sec. 151 of City Code) Schedule of fees and permits. are based on the scope of work as shown on the plan. The permit may be issued to a licensed contractor or the landowner.

The permittee must submit evidence of contractor’s public liability insurance, minimum $1,000,000.

Commercial Land Disturbing Permits

An approved erosion and sediment control plan and bond are required. The bond amount and permit fee (See Chapter 26 Sec. 58 of City Code) are based on the scope of work as shown on the approved plan. The permit may be issued to a licensed contractor or the landowner.

Per State Code, the Responsible Land Disturber (RLD) must be identified and sign the Land Disturbing Permit Application. Find out more about the State (RLD) Certificate of Competence program through the Virginia Department of Conservation & Recreation.

Residential Driveway Permits

For new construction of a single family residence this permit is issued with the building permit at the Neighborhood Services Department. Permits for replacing an existing entrance or installation of a new or additional entrance may be obtained at the Public Works permits office. The permit may be issued to a licensed contractor or the landowner.

The permit fee is $30. An insurance certificate, minimum $100,000, must be provided for entrances that will cross an improved pedestrian walk way.

Stormwater Permits

An approved storm water management plan and bond are required. The bond amount is based on the scope of work as shown on the approved plan.

The permit fee is $150. The permit may be issued to a licensed contractor or the landowner.

Franchise Utility Permits

A Franchise or Temporary License agreement approved by City Council is required. Permit applications and plans are submitted in triplicate to the Public Works permits office.

The permit fee is $50. Franchisees are invoiced monthly for their permits.

Residential Land Disturbing Permits

For new construction of a single family residence this permit is issued with the building permit at the Neighborhood Services Department. For clearing a residential lot prior to obtaining the building permit the permit may be obtained in the Public Works permits office.

The permit fee is $30, and the permittee must identify a State-certified Responsible Land Disturber.
