Council Member Dwight Parker was first elected during a special election held on November 7, 1995, and was re-elected in May 1996,
May 2000, May 2004 and May 2008. He was elected by City Council as Vice Mayor on July 1, 2006 and served in that capacity until June 30, 2008. Council Member Parker was later appointed to City Council in November 2017 (to fill the vacancy of Richard W. “Rick” West due to assuming the Office of Mayor in 2017 upon the resignation of Alan P. Krasnoff). He was re-elected in May 2018 (to fill the remainder of Richard W. “Rick” West’s term). Council Member Parker was appointed to City Council in November 2021 (to fill the unexpired term of Matthew R. “Matt” Hamel).
Council Member Parker is a lifelong resident of Chesapeake. He faithfully taught 12th grade Government at Deep Creek High School for 45 years. Mr. Parker is a graduate of Norfolk State University with a B.A. in Political Science and further education includes studies at the University of Virginia, LeHigh University, Tidewater Community College and Old Dominion University.
Past community involvement included serving on the Chesapeake Redevelopment and Housing Authority, Chesapeake Land Bank Authority and Tidewater Community College Board. He has also served on the Board of Directors of the Chesapeake Volunteers in Youth Services, Past Vice President of the Parents, Teachers and Student Association of Deep Creek High School and Member of the Board of Directors of Chesapeake Education Association.
