  1. Prepare
    The effort of planning, organizing and gathering resources before a disaster or emergency in the hopes that those preparations reduce citizen’s impacts to those events. Why Prepare? Being prepared can reduce fear, anxiety, and losses that accompany disasters. Communities, families, and individuals should know what to do in the event of a fire and where to seek shelter during a tornado. They should be ready to evacuate their homes and take refuge in public shelters and know how to care for their basic medical needs.

  2. Mitigation/Resilience
    Mitigation is the act or actions a citizen can take to reduce their exposure to a type of disaster before it happens (example: build a tornado safe room). Resilience is actions or steps a citizen can take to make sure they can recover more quickly and easily after a disaster occurs.

  3. Response
    Actions that occur during or immediately after a disaster that aid in securing a safe outcome to an extreme event.

  4. Recovery
    The effort of rebuilding and restoring a community, family, building or region to pre-disaster conditions. Sometimes the focus can be on restoring the community to better than pre-disaster conditions. Recovery can be measured in weeks, months and even years.
