What does the Planning Department do?
The Planning Department works with citizens and community leaders to build a consensus on how the City should grow, both in the short and long term. This is accomplished through the coordination of a variety of land planning functions that range from creating a 20-year vision for the future of Chesapeake to reviewing all new development proposals to ensure they reflect this vision. The Planning Department is comprised of five divisions – Administrative, Community Development, Comprehensive Planning, Current Planning and Planning Management Support.
The Administrative Division advises the City Manager, Planning Commission and City Council on all planning-related activities. It develops the Department's policies, operating procedures and the budget.
The Community Development Division coordinates community development initiatives and affordable housing programs, including: Community Planning and Development (CPD) Program such as Community Development Block Grants (CDBG), HOME Partnership Investment Program (HOME) Entitlement Funds, the Neighborhood Stabilization Program and the Housing Trust Fund.
The Comprehensive Planning Division provides vision and guidance for the long range development of the City. This Division develops and maintains the City's Comprehensive Plan, conducts special studies, administers the City's Open Space and Agriculture Preservation Program and monitors population and housing growth. This Division provides staff support to the Planning Commission on long-range planning studies, the South Norfolk Architectural Review Board, the Historic Preservation Commission, and the Bicycle and Trails Commission.
The Current Planning Division coordinates the City's land planning development review activities. This division reviews all rezonings, conditional use permits, preliminary subdivisions and site plans, and the Chesapeake Bay Preservation Area applications. This Division provides staff support to the City Council and Planning Commission regarding development applications as well as the Chesapeake Bay Preservation Area Review Board.
The Planning Management Support Division assists the Comprehensive and Current Planning Divisions with any data or maps needed; as well as, assignment of street names and building addresses, GIS mapping, development tracking, website content, public communication of information, zoning map updates, records management, and any special data requests from the City Manager's office or the Boards and Commissions staff.
