Child Care and Early Childhood Development Services
How can I apply for Child Care and Early Childhood Development (CCECD) Services?
Applications are accepted at the Division of Social Services, 100 Outlaw Street, Chesapeake, VA 23320, Monday through Friday, 8 a.m. to 5 p.m. The application is brief and can be obtained at the receptionists' desk. You may also check to see if you are eligible and apply online at the Common Help website through the Virginia Department of Social Services.
What are the eligibility requirements for CCECD Services?
The requirements are as follows:
- A person has to be receiving Temporary Assistance for Needy Families (TANF).
- A person has to be employed, in school and/or in training towards employment.
Am I eligible for CCECD Services if I no longer receive TANF?
You may be eligible for Transitional Child Care Services if you are employed and meet the income eligible guidelines. You must have received a TANF payment within the previous 12 months. If you are determined to be eligible for Transitional Child Care, you will be responsible for a 10% monthly co-pay based on your gross earnings. Transitional Child Care is a 12-month program, effective the month following TANF closure.
Are CCECD Services available to those persons who have not ever received TANF?
Yes, Child Care and Early Childhood Development Services may be available to you through Chesapeake Department of Human Services via the CommonHelp Customer Portal. You may contact us at 757-382-2000 or visit the CommonHelp website. You will be notified by letter that your case will be placed on a Waiting List based on your application date, until funds are available. You will also be contacted to attend an Orientation Session when there are available funds.
What types of CCECD Providers are available?
These providers are regulated as they are licensed by the State Department of Social Services or certified by the Planning Council.
Can a family member provide CCECD Services for my child(ren)?
Yes, family members can provide CCECD services. They must first be cleared by a state police background check and a child protective service background check. There are fees for these applications; $20.00 for the state police check and $7.00 for the child protective service check. These must be done on all persons in the household who are 18 years old and older.
Virginia ECC (Electronic Child Care) Card must be utilized by each customer receiving child care services.
