In an effort to reach additional residents and address the concerns of unique audiences, WCTV Chesapeake Television is now offering closed captioning on all City Council, Planning Commission and School Board meetings, as well as on certain special event telecasts. Captioning is only available on the televised broadcast of the meetings and cannot be viewed on the internet.
The new service utilizes a device called Encaption3 that generates text automatically from speech. The automated system is more than 92% accurate and offers a new avenue for viewers to keep up with the workings of their local government. There is a slight delay between spoken words and conversion to text.
The device will become more accurate as it "learns" diction and dialect. Additionally, staff will be able to identify unique words and provide the system with a custom dictionary. For example, names of streets, projects, Councilmembers and Board members are being added to ensure spelling accuracy.
