Best Value to change the way we do business.

Best Value is a new concept that the City may consider when procuring goods and non-professional services. Best Value is the combination of quality, price, and various elements of required services that in total are optimal relative to the City's needs.

The criteria, factors and basis for consideration of best value and the process of consideration must be stated in the solicitation.

Construction and professional services are not covered by this policy change.
