Poindexter Streetscape, Phases 3 & 4

Background
The Poindexter Street Streetscape Improvement project is funded through the South Norfolk TIF. The goals of the project include: encourage redevelopment and investment in the area; improve roadway safety and operations; upgraded public infrastructure and utilities; improve pedestrian safety and improve streetscape appearance. Phases 1 and 1A are complete, Phase 2 is nearly completion and phases 3 and 4 are under construction.
Project Details
This project consists of the installation of streetscape improvements including roadway, curb and gutter, storm drain systems, concrete and brick paver sidewalks, and related streetscape improvements along Poindexter Street from just east of Stewart Street to just west of Chesapeake Avenue. This work includes new asphalt pavement overlay, new concrete pavement, creation of on-street parking bays, traffic calming features, patterned asphalt pedestrian crosswalks with full depth color, new medians, landscaping, under-grounding of all overhead utilities, and other streetscape modifications.
Project Update
All of the ductbank has been constructed and the utility companies are nearly complete transitioning from overhead to underground. The contractor started demolition the second week of April and will begin stormdrain installation in mid-April.

West Munden Drainage Improvement Project

(Replace pipe under railroad track.)
Background
The West Munden area of South Norfolk is prone to flooding that can at times be severe enough to inhibit emergency response vehicles and cause property damage. A drainage study of the area revealed the need to increase the size of the pipe system that carries stormwater from the West Munden area to the headwaters of the Indian River. Increasing the size of the pipes will allow room for more stormwater runoff to drain out of the streets and into the stormwater system, thus decreasing the occurrences and severity of flooding.
Project Details
This project consists of the replacement of an existing culvert pipe crossing a Norfolk South Railroad line. It will also replace storm drain pipe that runs along Vincent Street and Vicker Avenue, crosses Campostella Road and runs between Holly Point Apartments and Arbor Glenn Apartments. The existing 18-inch pipe under the railroad tracks will be replaced with a 48-inch pipe.
Project Update
Pipe replacement from the railroad crossing to Campostella Road is complete. The pipe replacement from Campostella Road to the outfall between Holly Point Apartments and Arbor Glenn Apartments will proceed once Dominion Power completes their utility relocation. The project is on schedule.
