UNDER CONSTRUCTION
The new Animal Services facility project consists of an approximately 31,500 square foot building and associated site work on an 8.5 acre site at 2100 South Military Highway. It will replace the City's undersize and obsolete facility. The goal of the project is to provide a modern, welcoming facility to promote pet adoptions and reduce the existing shelter's euthanasia rate. This project is planned to be the City's first LEED (Leadership in Energy and Environmental Design) certified facility. It is estimated to be 80% complete as of December 2011.
UNDER CONSTRUCTION
This project has been divided into three phases to facilitate the construction work and minimize interruptions to park activities.
- Phase I: Scope of work included tree clearing and access road improvements. Work was completed in June 2011.
- Phase II: Scope of work included major storm drainage improvements and excavation of a stormwater pond. Work was completed in late October 2011.
- Phase III: City Park is currently closed through completion of the project with the exception of the temporary dog park and Fun Forest, which will both remain open during construction. Scope of work for this phase includes roads, paved walkways, new shelters, a permanent restroom facility, earthwork to build a low-rise amphitheater area, a dedicated farmers market and other improvements. Construction work is estimated to be complete by July 2012.

*While City Park is closed, the Chesapeake Farmer's Market will be relocated to the Great Bridge Battlefield Waterways and Historic Park, located by the Great Bridge Bridge on Battlefield Boulevard.
IN DESIGN
This project will consist of field lighting of the park. Lighting will include 8-60 ft. high mast poles that will surround the field and provide quality light levels for night sports. Facilities division is working with a lighting equipment manufacturer on a cooperative agreement to obtain the field lighting design, equipment and installation for the field lighting.

Design work is complete. Phase I of the trail (from Number Ten Lane south to Ballahack Road) is currently under review by regulatory authorities and VDOT. It is expected that construction bids will be taken in January. Completion is projected to take about 10 months. Phase II of the trail (from Number Ten Lane to Deep Creek Park) is currently under design.

The Fire Department is finalizing acquisition of land parcel in Bowers Hill which is currently owned by Public Utilities. An architect selection committee has selected a firm for project design.

Design work started in August 2011 on a 51,000 square foot 3-story building. The new building will be constructed adjacent to the animal services building on South Military Highway. The purpose of this project is to design and construct the first phase of a Public Safety Operations Building to house four City critical operations: Emergency Dispatch Center (EDC); Emergency Operations Center (EOC); a permanent Customer Contact Center; back-up Network Operations Center (NOC).
IN DESIGN
Demolition of the existing Armory is complete. Design work has started to convert the site into athletic/sports fields, one of which will be lighted. Final design work scheduled to be complete in March 2012.
COMPLETE
Construction work was completed in October 2011. Playing fields will not be available until a satisfactory grass-growing season has occurred. The project included four baseball fields, four general purpose fields, new roads and sidewalks, bathroom facilities, walking trail and open grass areas.
COMPLETE
The park construction work is complete. The Great Bridge Battlefield and Waterways History Foundation is proceeding with donated pile driving and installation work. New park amenities include a paved parking lot, a site replica of the original Great Bridge Bridge, walking trails, a British memorial, a memorial to the colonists that fought in the battle, 18th century period fencing and other 18th century interpretive areas. A proposed Visitor Center building is in the plan review stage but its construction start date will depend on additional funding.

UNDER CONSTRUCTION
There are eleven separate contractors for the Energy Efficiency and Conservation Block Grant (EECBG) projects: 6 for lighting and 5 for HVAC. The City is working on a number of retrofits including the following: funding five hybrid vehicles (complete); developing an Energy Strategy with Old Dominion University (mostly complete); providing energy awareness training materials for all City libraries (complete); designing a Solar Photovoltaic array for Central Library for educational and retrofit purposes (80% complete); working with Old Dominion University to produce a carbon footprint baseline; setting up an energy tracking service to track City utility costs/trends. Lighting retrofits for Human Services (Crestwood), Juvenile Services, J&DR Court, 7 community center gyms, the City Garage, Parks and Recreation headquarters and several smaller buildings have been completed and numerous others are in progress. HVAC retrofits have been completed at Western Branch Library, South Norfolk Community Center and Fire Station #15, Juvenile Courts, Central Library, Fire Station #4, Police Precinct #3 and several smaller buildings
IN DESIGN
This project will provide a fueling station for the new Compressed Natural Gas (CNG) solid waste vehicles. The project is separated into three phases. Phase I involved rental equipment purchases. Phase II will build the main refueling site for 21 solid waste trucks. This phase is out for bid with a tentative start in mid to late May 2012. The project is expected to take approximately 70 days to complete. Phase III is not yet designed but will add to the capacity of the fueling station at a later date.

The project design consists of upgrades to four existing soccer fields but sufficient funds are not yet available. The project was bid in early Spring 2012. A construction award will be issued by late spring.

The project is currently in the design/development phase. The project will be ready for construction bidding in early summer 2012 with construction work starting in late summer. Design and build-out includes 17,000 square feet of library space on 2 floors of the Gateway at SoNo Building. The space design includes designated area for all age groups, along with an outside book drop off. The new library will include its own elevator and open stairway to the second floor.
