I want to report a water leak, a sewer backup or low pressure. Between 8:00 A.M. and 5:00 P.M. call 382-CITY (382-2489). Other times and weekends call 382-3550.
I want to access my account information. You will need your 10-digit HRUBS account number. The account balance, date of your last bill and the date and amount of your last payment is available by calling 757-460-2491 and follow the instructions.
I want to pay my utility bill and what methods of payment are accepted.
The Hampton Roads Utility Billing System (HRUBS) bill includes the Public Utilities charges for water, wastewater collection and Hampton Roads Sanitation charges for wastewater treatment. Payment methods are:

Cash, check or money orders are accepted at the Public Utilities Department office and by mail.

Check or money orders are accepted at the City Treasurer’s offices in City Hall, South Norfolk and Western Branch.

Online payments through www.Officialpayments.com or 1-800-272-9829, option 3, with American Express, Discover, Master Card or Visa. A convenience fee will be charged. See convenience fee calculator, option 3, Local Jurisdictions, enter the code 1078.

AutoPay information at 757-460-2491 will automatically deduct the bill from your bank account.
I want to open an account for water and sewer service. To start or stop service call 757-382-6352 or visit the Public Utilities office between 8:00 A.M and 5:00 P.M. to speak with one of our Customer Service representatives.
I want to report a water quality issue.
For questions about water quality check the water quality report analysis table <link> or call the Water Lab at 757-382-3550. Well water users should call Chesapeake Health Department at 757-382-2672 or 757-382-8666.

I want to get City water and sewer to a property that does not have it.
If Citywater and sewer is available to the property (existing water and sewer is within a City right-of-way adjacent to the property), connecting to City water and sewer will requirepayment of appropriate water and sewer connection fees. Water service lines will be installed by City forces and a City independent contractor can install sewer service lines at the request of the homeowner at an additional cost.
If City water and sewer is not available to the property, then the property can be served by a private well and septic tank. Contact the Chesapeake Health Department at 757-382-2672 or 757-382-8666 with regards the use of private wells and septic tanks.

I want to get a temporary construction meter.
Any contractor can get a temporary construction meter. To obtain a temporary construction meter the applicant must complete an application and agreement for the temporary construction meter. A $150.00 meter installation fee (5/8" meter) must be paid at the time of application.
