Planning Unit

The Planning Unit is staffed by a Police Planner with a Master's Degree in Justice Administration, is an adjunct faculty member in the Department of Sociology and Criminal Justice at Old Dominion University and receives direction from the Chief of Police and Deputy Chief of Police. The Police Planner performs detailed research and analysis on various topics of concern to the Department, assists with preparing the Department's annual budget presentation, constructs and analyzes citizen surveys in conjunction with Community Policing, provides statistical reports to the Chief of Police, City Manager and other agencies, compiles and prints the Department's Annual Report (that summarizes statistics for the Department each year and is housed in the main Chesapeake Library on Cedar Road), and serves as a support function for the Bureau, Sections, and Units throughout the Department.
Since 1995, the Police Planner has been working with a multitude of Federal grant initiatives formulated under President Clinton's Violent Crime Control and Law Enforcement Act of 1994 and has coordinated and submitted six major grant applications from which the Department received nearly $7 million. This money was used to hire approximately 37 Community Policing Officers, 6 civilian Evidence Technicians and provide laptop computers that officers use in the field to complete offense reports, perform criminal checks, etc.
