Subdivision Construction Inspection and Acceptance Process

How do I get my subdivision inspected and accepted by the city?

Prerequisites:

1. A Subdivision Plan must be approved by Development & Permits Department, Development Engineering Division.

To begin construction:

1. Complete the Resident Notification form. The resident notification form shall be completed and mailed/delivered to the adjacent property owners thirty (30) days prior to commencing construction.

2. Obtain the Land Disturbing Permit.

3. Contact Development & Permits, Development Engineering Division rhepler@cityofchesapeake.net or (757) 382-6384 no later than forty-eight (48) hours prior to land disturbing activities so a pre-construction meeting and inspection can be scheduled, according to the recommended construction sequence. Any deviation from approved construction plan shall be addressed by a plan revision or a field change request.

4. Obtain the Right-of-Way Permit & Stormwater Permit (if required).

5. Plat Recordation must occur prior to the Utility and Streets & Drainage acceptance.

6. Utility Final/Activation (Utility Activation detailed process)

   • Complete the water and sewer improvements on the approved plans and the PFM.

   • Request a Utilities substantial inspection upon completion of improvements which will cause Public Works to perform a punch list inspection.

   • Submit the activation package including the Utilities Construction Record Drawings ('As-Builts') (flowchart).

   • Complete the punch list items.

   • Upon approval of the activation package, the Development & Permits Development Construction Inspector will notify the contractor to take water samples per Flushing and Disinfection Policy.

   • Request Utility final inspection.

   • City accepts water and sewer improvements and activates utilities.

7. Streets & Drainage Final Acceptance

   • Complete all streets & drainage improvements on the approved plans and the PFM.

   • Request a video inspection of closed storm drain systems two (2) weeks prior to installing the first lift of asphalt.

   • Request a streets and drainage substantial completion inspection upon completion of the physical improvements according to the approved plans.

   • Submit the Streets & Drainage Acceptance Package including the Streets & Drainage Construction Record Drawings (As-builts).

   • Complete the punch list items.

   • Request the streets & drainage final inspection.

   • City release performance bond and accepts the streets & drainage public improvements.
