South Norfolk Belharbour Waterfront Community Development Authority
The South Norfolk Belharbour Waterfront Community Development Authority was created for the purpose of exercising the powers set forth in the ACT, including financing, acquiring, constructing, equipping, developing, and, if necessary owning and maintaining certain public improvements in connection with the development of the Belharbour Development, a mixed-use waterfront development with commercial, residential and recreational uses, including a network of connected public streets and park sites and other public improvements, all as described in the Petition and the Articles of Incorporation.
The powers of the CDA shall be exercised by an authority board consisting of five (5) members appointed by the City Council in accordance with the provisions of § 15.2-5113 of the Act. City Council will appoint members who are residents of the City with experience in business, finance and/or economic development and with ties to the South Norfolk community within the City. The CDA Board will reflect five (5) representatives including the City Manager or his designee, subject at all times to the discretion of the City Council in its appointment power.
