The responsibilities of the Chesapeake Youth Committee shall be to function in an advisory capacity in establishing goals and objectives for the Office of Youth Services; provide advice and assistance to the City Manager in establishing, administering and supervising the office of Youth Services; assist the Office of Youth Services in conducting an assessment of the needs of youth in developing an annual delinquency prevention action plan; encourage any additional, deletions or changes in laws, policies and procedures that will improve community conditions for youth development; support or provide a public forum where concerns about youth can be expressed; present an annual comprehensive plan to the City regarding the committee's progress, together with any necessary recommendations.

The Chesapeake Youth Committee (CYC) was established by the Mayor in 1981 to improve services to youth in Chesapeake. The Committee has a membership of 17 City Council appointed residents with an interest or experience in youth and related issues. The CYC is part of a comprehensive network of systems serving youth and families in Chesapeake, and is coordinated through the Office of Youth Services (OYS). The mission of the CYC is to improve the well-being of youth and families in the Chesapeake community.
Important goals of the Committee are: to promote the coordination of services and programs among youth and family service providers to maximize the use of community resources; enhance the delivery of services and programs to youth and families by identifying gaps and duplication of services; provide a mechanism to centralize resources, disseminate information and educate families and professionals about community resources; promote and support activities to strengthen families and support the positive development of youth.
The CYC meets on even months of the year (with the exception of the month of August) in the City Council Executive Board Conference Room behind the City Council Chamber in the City Hall building.
