The Chesapeake Commission on Substance Abuse shall act in an advisory capacity to City Council in considering issues dealing with substance abuse, make recommendations, and such other duties as may be assigned to the commission by City Council.

2013 Mini Grants
The Chesapeake Commission on Substance Abuse (CCOSA) is a commission of citizens and agency representatives appointed by the Chesapeake City Council. The mission of CCOSA is to raise awareness of substance abuse and to support community organizations that promote prevention, education and treatment for the citizens of Chesapeake. Mini-grants up to $300.00 are available to charitable institutions or associations which have goals that are consistent with the mission of COSA. The deadline for grant applications is February 1, 2013.
Consideration will be given to community-based programs that:
- Provide prevention, education and treatment for substance abuse.
- Raise awareness of the problems associated with substance abuse.
- Research and distribute information regarding substance abuse.
- Improve the quality of substance abuse services.
- Promote access to substance abuse services.
Grant Applications Packages must adhere to the following guidelines:
- Completed application submitted by February 01, 2013.
- Attached W-9 (IRS form) completed as required by the city
- Address provided in the application must be the same as the address on the W-9 form.
- Compliance with the City's policy regarding funding disbursal.
Pursuant to § 15.2-953(A) of the Code of Virginia, 1950, as amended, the City is precluded from making appropriations of public funds to any charitable institution or association which is controlled in whole or in part by any church or sectarian society.
- Completed close out report within 30 days of project conclusion.
